Critical control points in the VNTLAS supply chain relate to (i) the verification of timber sources entering VNTLAS (as described in Section 6.3 below) and (ii) stages in the supply chain from the point of harvest or import to the point of export.
The six critical control points in the supply chain under the VNTLAS are as follows:
- 1.Timber sources entering the VNTLAS: 1c. Timber from main harvesting, salvage harvesting and salvage collection of planted protection forests (Organisations and Households); 1d. Timber from main harvesting, salvage harvesting and salvage collection of planted production forests (Organisations and Households); 1e. (1) Rubber wood (Organisations); 1e. (2) Rubber wood; timber from home gardens, farms and dispersed trees (Households); 1f. Handled confiscated timber (Organisations and Households); 1g. Imported timber (Organisations and Households).
- 1st Transport and trade transaction of timber products.
- 2nd Transport and trade transaction of timber products.
- Any subsequent transportation and trade of products (n).
- Processing site.
- Export
Certificate of origin must comply following regulations:
- Timber from domestic harvesting: according to current regulations (Circular 21/2016 / TT-BNNPTNT)
- Imported timber: complying with current regulations and adding procedures according to every species from country or territory if applicable

Timber product dossier in transportation needs to comply with the following regulations:
(i) The current period
- Complying in making the Forest product packing list according to the current regulations
- Authorized verification of implementation according to the origin of timber
(ii) Phase 2 (3 years after the Agreement enters into force)
- Complying in making the Forest product packing list according to the current regulations
- Authorized verification of Forest product packing list according to the group of enterprise, individual.
